A full 65 percent of the American population — nearly 41 million people — made their homes in rural areas in the 1890s. Those living in cities enjoyed free home delivery of their mail, but rural citizens had to make a trip to the post office to collect any mail sent to them. It was Postmaster General John Wanamaker who believed it made more sense to have one person designated to deliver mail than to have 100 people ride into town to get their main. On Oct. 1, 1890, Congress authorized $10,000 to fund the first test of the Wanamaker’s mail delivery idea. Source: About.USPS.com
